You can apply for the IMUGA within 96 hours before your travel, or you can submit your application earlier, but you will still receive your IMUGA within 4 days before your entry. The "within 4 days before travel" includes the day of travel. For example, if you are traveling on January 5th, you will receive your IMUGA no earlier than January 2rd.
